Because the cores are involved doesn't guarantee your performance depends evenly on them. If your graphics card maintains 99–100% usage, it's likely the game doesn't require more than 16 logical cores.

Xeons typically aren't ideal for gaming. Adding more cores doesn't help much if the game relies on single-threaded tasks and must pause due to slower clock speeds per core. Generally, fewer, quicker cores (4-8) perform better, particularly for cross-platform titles that run on both PC and consoles—consoles usually have only 6-7 usable cores max. In this case, the GPU is fully loaded, suggesting the game still needs further tweaks or is simply a tough one.

Actually its great, i have dual Xeon X5675's @ 3Ghz, so basically 24 Threads, and it takes advantage of all them, no bottleneck, love it
