Make sure to install MSI AB and configure a suitable fan curve to boost performance to 100 percent during GTA5 playback. Additionally, connect your display cable to a different port on the graphics card. Check if you can update the BIOS for your motherboard and possibly the video card.

Thank you all for your assistance! I truly value your support. However, I'm really frustrated because this simple solution seems to have solved the issue. It was quite annoying and caused a lot of trouble. The problem appeared to be that 12 cores and 24 threads were too much for the game. In Task Manager, under the Details tab, I found the GTA5.exe process, clicked on it, selected Processor affinity, and turned off half of the cores. Surprisingly, this worked! I used to adjust settings for GTA San Andreas mouse not working in a similar way.
