X570 Aorus Pro (rev 1.0) with latest F12 bios
R9 3900X (DeepCool Castle 240mm)
RTX 2070 (newest driver)
Gskill Trident Z 32 GB 3600mhz CL16 (xmp enabled)
Samsung EVO 960 ssd 500gb (game installed here; previously worked well on Toshiba HDD, so speed issues aren’t likely)
Corsair TX750M 750w PSU
This machine can handle the game at maximum settings with over 60 fps, though currently it doesn’t. Performance remains stable until I drive, then it stutters severely. All parameters are at their limits—CPU and GPU temperatures stay within safe ranges, but the GPU drops to 20-30% usage for a brief moment. Current advice from online sources suggests adjusting settings via Nvidia control panel, but no improvements have been made yet. Please let me know if you need further assistance.

Just to check, does it still stutter when you adjust vsync to half the game? I usually turn it on or off depending on what feels smoother.

Unfortunately, it didn't assist. The issue isn't a simple stuttering effect; there are 2 or 3 noticeable pauses after about 10-15 seconds of smooth gameplay, along with a decrease in GPU usage. Additionally, the audio becomes choppy.

So GTA5 worked well before SSDs arrived? Yes, there were other improvements since the Toshiba era.

No, that's all. I think I should have mentioned the Toshiba hdd was in my old rig (1060 6GB i5 8400), everything worked fine then. All other games run perfectly on this new setup except for this one. I’m not sure if reinstalling Windows will help, but I’d rather avoid it if there’s a simpler solution, since it’s my work PC too. I’ll keep it as a last option.

It would definitely be chaotic to mix driver and chipset info in the registry. Maybe try reinstalling GTA, but definitely I’d suggest reinstalling Windows.

You cannot accomplish that, you need to reinstall Windows when moving a drive to another machine that's the main cause of your issue—it's not your fault at all.

I understand your concern. This rig was constructed from scratch, and all the drives remained from the previous unit. The earlier system had the game set up on an HDD.

Alright, listen closely. I was asking this question two weeks ago too, and I got almost the same answers: reinstall the OS, update the BIOS, drivers, etc. None of these helped. I’m still experiencing stutters even on a well-built PC (i5 9400f, 2060s, 16GB RAM, SSD whole rig for $1k+). Even when you say you have about 15-20 seconds of freezing followed by smooth gameplay, that’s exactly what I’ve been facing.

I was trying to set up low graphics settings and prioritize GTA5, but my FPS stayed around 180-200. The drop wasn’t consistent—it would be 70-100, then suddenly it would improve. I tried everything, but nothing worked. After reading some interesting topics online, I thought GTA5 might not be optimized well for medium to high-end PCs. Maybe only a few people have no issues, but even on this site, others seem to struggle with stutters on good machines. It’s hard to ignore that GTA5 is clearly underperforming.

This idea was supported by other tests in different games I play—like Doom, CSGO, Dota 2, RDR2, and Metro—where I got smooth gameplay with just a few stutters over 3-4 hours. Even better FPS results were seen in those titles compared to YouTube benchmarks. Only GTA5 had this problem.

But these stutters are causing my FPS to drop to 35-30. I suppose it’s manageable for many, but not for me—probably because I’m too comfortable. To make matters worse, I reinstalled Windows today and it didn’t help, so it seems like a game or driver problem (I lean more toward the game not being optimized for newer hardware). Plus, I did a full clean install with my work files moved to an external drive. Geez, what a change! What a disappointment for Rockstar!
