I noticed that two of my friends using budget PCs consistently enjoy smooth gameplay, yet their FPS on low settings rarely exceed 60-80. Probably they simply don’t notice these stutters. As you pointed out, Rockstar developed RDR2 and it runs flawlessly even on low-end systems. While this doesn’t justify comparing games from 2013 and 2018 directly, it seems odd that such a large game development team created a game with such an unoptimized engine.

Isn't the complete reinstall of Windows intended to be more successful? I've already tried it, but the issue persists, leading me to suspect a Ryzen-related compatibility problem.

Unfortunately, people can only ask about basic steps like reinstalling Windows, updating drivers on the motherboard, and so on.
