This appears to apply only to B550 motherboards, also known as the budget models. The x570, being the more costly option, already includes this feature and will maintain it.
Zen 4 must support PCIe 5.0, version 4.0 should conclude with the third generation iirc

5.0 isn't available yet. 4.0 is the latest version, and 3.0 is the previous one.
PCIe 4 took nearly three years to reach a stable version before being adopted in products. Calling it final doesn’t indicate it’s close to everyday use.
