Try using Win+→ for snapping left, Win+← for snapping right, and Win+↑ to zoom in. If this works, something unusual is happening. If not, it's probably because the aero snap feature is disabled. To reactivate it, visit the "Change How your Mouse Works" page (press Start, type "mouse", select the second option with the accessibility icon), then uncheck "Prevent windows from being automatically arranged when moved to the edge of the screen." After that, press apply and you should be able to snap windows.
