I removed the PSU from the case to check its functionality and confirmed all voltages are normal.
Would I see different results if it was connected to the motherboard?
Please accept my apologies if this seems unclear.

Hi, I verified the voltage on PWR_OK. With power off it was 0.01 and with power on it was 4.67.

We possess power
Now, take out the reset header from the motherboard front panel connection. (Refer to your manual for the appropriate 2-pin socket)

All systems came back online, fans and CPU started working again, but the graphics card remained unresponsive.

I've also taken out the reset connection.
Apologies, I didn't realize it would restart again every 30 seconds.
