I don't understand this, an electrician should come by and look into it... he won't charge much like where I live, one would pay around 20 euros or even nothing, you just need to describe your PC problem and he'll take some measurements. It's likely though given how unusual the issue is and that your motherboard is a reputable brand and brand new... but you could still be the unlucky one who received a defect.
