I connected my Optiplex 9010 and pressed the power button, which lit up orange before shutting off. I repeated the action but got nothing.

Have you adjusted any components recently? Consider taking out and putting your RAM back in.

there is a power supply tester available and a green light indicates it's fine

The setup included an i5-3770, but I attempted to install an i5-2400 and it failed to boot at all once I replaced the processor.

Clear your CMOS. I don't think the 9010 supports Sandy Bridge CPUs...and I'm not sure why you'd downgrade it like that? But, yeah, clear your CMOS with the original 3770 (i7, right?) in place, then try to boot it up again. But seriously, why would you try to go from a 3770 to a 2400?
