Disconnect the device from power sources and external connections. After reconnecting, press the power button for roughly five seconds to discharge capacitors. Lift the cover, remove the CMOS battery, wait ten seconds, then reinstall it. Reattach the system and power it on. You’ll need to enter BIOS settings.

Ensure the PSU connections are properly positioned and tight. Verify if any pins were altered during CPU swaps.

The 2400 and 3770 models feature flat gold contacts without pins, while the socket includes these pins.

The issue is with the pins in the socket. Regarding the CPU switch, did you reapply thermal paste?

None of these appears bent. I also attempted to install the 3770 on one of my main PCs, and it boots normally.

Disconnect the power button then connect it with a screwdriver...it has helped me before when I upgraded Optiplex boards. If it doesn’t work, try sharing this on Dell’s forum—you’re more likely to get a fix there too. Also, check if the fans start up in 1-2 seconds after plugging in the power cord; if not, your PSU or motherboard might be faulty.

I'm unsure which connections to disable since multiple front panel connectors share the same port for power and USB.
