I checked my task manager and saw my Speed is much higher than my Base Speed. I recently clocked my CPU but then lowered it back to its original setting. I’m worried about making a mistake or something unnecessary, since nothing is running on my PC right now. Any advice would be greatly appreciated.

It's normal for most modern CPUs to operate above their minimum speed, constantly increasing performance to the maximum they can achieve.
