I'm adjusting my FX 8350 on an Asrock 970 Extreme4
Each time I start up, the CPU shows 3.8ghz instead of the 4.4ghz I'm aiming for
The multiplier value is listed as 4400mhz but I haven't noticed any difference

They are all turned off and for some reason it's just running at 3.8ghz.
I've completed the prime95 test and it remains at 3.8ghz.

I don't think you are going to find any, only temperature monitoring eventually. There's actually nothing to set in VRM. It's load and temperature depend on CPU voltage and load.
