I'm adjusting my FX 8350 on an Asrock 970 Extreme4
Each time I start up, the CPU shows 3.8ghz instead of the 4.4ghz I'm aiming for
The multiplier value is listed as 4400mhz but I haven't noticed any difference

Did you disable all power-saving options and turbo mode? If not, it will only operate at full loads.

They are all turned off and for some reason it's just running at 3.8ghz.
I've completed the prime95 test and it remains at 3.8ghz.

Verify in Windows Advanced Power Settings whether the minimum and maximum values are configured at 100%.

Check the windows advanced power settings if the minimum and maximum are both set to 100%.
Both values are 100%.

It seems there might be a throttling issue, possibly due to heat, voltage, or VRM.

I don't think you are going to find any, only temperature monitoring eventually. There's actually nothing to set in VRM. It's load and temperature depend on CPU voltage and load.

CountMike suggests that you won't find any settings, only temperature monitoring will be available. The VRM doesn't have fixed values; it adjusts based on CPU voltage and load.
