Begin with the fundamentals. Pull the card out and test it. Just to confirm it stays in place. Shift the ram to the nearest slot near the cpu. Inspect the power connections on both sides. Secure the cpu.

Sounds like a short. This is a pain to do, but I'd take everything out of the case, set on a phonebook (for easier access) and try to turn it on. If it doesn, you have a short in your case.

I tested the RAM in every location, verified the power connections, but I can't remove it because the processor lacks integrated graphics—it's an i5 9400f.
