it seems this problem often appears in gb boards. some viewers mentioned resetting the bios fixed it. you could reset by shorting the two pins near the front panel connector, as shown on their website (very careful). check around the f-panel near that capacitor or the one next to the cmos battery—there might be instructions there. if you can't locate them, remove the cmos battery and wait about 10-20 minutes.
It seems the issue might be with your HDMI cable or port configuration. The RX 580 supports two HDMI ports—switch to a different one and see if the TV works with three ports. We can eliminate everything except the GPU, which appears to be in good condition since the PC boots normally on modern boards. A final check for the GPU is also done, but I’m not certain that’s the problem here.
