Have you considered removing your graphics card and installing onboard graphics? Or have you tried re-seating the card if you don’t have onboard graphics? If neither works, I’m not sure what to do besides checking the components and if they failed the RMA process.

B650 systems are limited to DDR5 memory only. If this is your initial power-on, allow it to rest for at least five minutes before use so the system can properly initialize the DDR5 RAM.
