I experience frequent stutters despite achieving high FPS, possibly due to an issue in GTA 5.

Here’s a revised version of your sentence:

I noticed another issue that might have led to everything when I powered off my computer—it keeps restarting.

Sometimes certain games struggle with high FPS, especially when doing intense tasks. Once you've run modded Sims 3 at 300 FPS, those tiny delays really hurt your experience. -- This is just a tip, since it’s free and makes a big difference.

CS differs entirely from The Sims, I can land headshots perfectly because there are no weapons needing precise aiming. Try playing CS with Vsync and let me know your experience.

I’ve turned on VSync in CS:GO, along with my friends who play competitive. You shouldn’t judge games by their gameplay features, but by how they work behind the scenes. (They’re quite different, but Sims 3 is just one of my top picks because it has so many flaws...)

You need to be at a very low rank or something because hitting Vsync on is pretty impressive in CS, particularly for mouse reaction time.
