This is actually a common issue in xbox 360 and ps3 with Gta V. Yes I know consoles and PC's are hugely distinct but perhaps it could be your GPU itself regardless if you're getting a solid 60fps it does not negate the fact that you're running a bite old hardware. Sorry bud.
I realize my system is a bit outdated, even though it's a workstation. The game runs the same on my friends' 780TI PC.
