It seems typical. My 9900k can change temperature quickly, often rising until the fan restores balance.

Did you alter the thermal paste prior to installing the cooler? How fast does it take to rise from 45°C to 60°C?

You have a powerful CPU running on a standard cooling setup, which usually works fine. However, it tends to jump by more than 50 degrees during constant workloads. The problem might lie in the way your temperatures are managed.

These problems fall within typical performance ranges for Ryzen 3000 models. My main concern would be if the maximum temperatures approach 90°C. You should tweak the fan curve to prevent excessive speed changes. It’s possible to stay around 40°C and reach 53°C just by browsing online. When opening Blender, it can spike up to 64°C and possibly even 73°C during startup. Prime95 load temperatures never exceeded 70°C, so I no longer worry about that metric.

Within a brief moment I encountered some installation issues, though the movement felt smooth. The thermal paste seems intact.

Well mine is on water since you're on a stock cooler I wouldn't worry about it.
