Your PC might handle Star Citizen, but performance will depend on your hardware. Based on the parts you listed, it could run at lower settings, but upgrading to a 1080p display could improve the experience. Framerate will vary, so check the recommended settings on the game’s official site for your specs.

It’s unlikely you’d need an R9 GPU. A previous generation APU would be sufficient instead.

Even at 30 frames per second it's not fast enough.

It varies, do you enjoy watching games as a presentation? Star Citizen seems likely to follow a similar path to Crysis, needing maximum settings and a powerful system for smooth performance.

Without a dedicated graphics card, it seems you won't be able to play the game.

Reduce your costs and enjoy smooth gameplay using a 2010 to 2011 GPU.

I might receive a R9 280 soon And I believe my GPU will outperform a 2010-2011 chip...

They mentioned the mantel will eventually be included. A size around 280 or 280x seems reasonable, especially once the mantel is added. On my 7970 during HTCPC runs for BF4, especially at ultra/high settings above 60fps, it averaged around 90-105fps. My 290x did slightly better before I started crossfiring them, but it wasn’t much better. Interestingly, the 7970 with a mild to high oc performance was actually quite competitive. Overall, if you can’t afford a 400$ 290, a 280 or 280x at 200-250$ or 300$ could work well as a replacement, provided the mantel is included.
