Are you confusing MBps and Mbps? They represent different measurements. Your download speed shown in the screenshot is 34.2 Mbps, which is roughly 4.2 MBps—comparable to the write speed on that SSD. Taking 34.2 Mbps from Steam is acceptable. I can reach about 50-60 Mbps occasionally, and I have a symmetrical gigabit fiber connection. VALVE doesn’t appear to be restricting your bandwidth usage.
