RTX 2070 feels odd with conflicting drivers. I don’t have any visuals—just like the Asrock logo—yet after a few seconds the Windows sound plays, confirming it’s booted. I’ll need to try both GPUs and get a new PSU, since my current setup only has enough 6+2 cables.
It's unusual but sometimes bad drivers exhibit odd behavior. Generally, you won't have much control until you obtain the additional PSU. If you can connect both cards to your motherboard, you'll be able to check them in Device Manager and see if any problems exist.

It could take longer. By my own experience. If nothing happens you could buy another 6+2 power connector. I would suggest finding a power cable direct from the PSU manufacture. So that it has exact compatibly.
