Hello, I'm back and just checked the PSU using a multimeter as directed on the website provided. All the pins are functioning correctly with the expected values, which gives me more confidence that the power supply is operating properly. It seems the short circuit might be located somewhere on the board.
Great news about the PSU, just hoping the problem isn’t a fried motherboard. It should be covered under warranty, and maybe the USB hard drive opening was just a random occurrence?
