I own a 3090 24g and a 11700k. The GPU stays under 60% usage. Games run smoothly at 100fps on 1920x1080 resolution. I adjusted the power plan in Windows and changed the 3D settings in the control panel.

It doesn't have to operate at full capacity to utilize its capabilities fully. What was the CPU utilization during this period?

It seems the setup isn't fully optimized—likely due to insufficient GPU and CPU power at 1080p, with poor configuration. Have you disabled VSync? What is your monitor's refresh rate? Have you considered switching to 4K?

I don’t have a 4K display. I have a 165Hz screen without VSync. Previously, I had a 280Hz monitor using G-Sync, which caused problems.

I'm running GTA 5 with maximum settings, 1080p resolution, using about 40% of the system resources and achieving around 65 frames per second.

Then the real bottleneck is something else, and honestly... you bought a 3090 just for 1080p? That’s like getting a Ferrari V12 to power a lawnmower. You’d probably want to switch to a 1440p or 4K display, or at least that should be the next step on your upgrade plan.

This happened because of the poor screen and graphics card setup.

I made a mistake and it was for a high refresh rate CS2; the CPU was running about 50%.

Your CPU is stuck at 4.6GHz and isn't increasing its frequency. Check for overheating, dust buildup, or driver issues. Restart your system or update BIOS/drivers to see if that resolves the problem.
