CPU at 50% usage isn't an issue. Which storage devices are installed? I tested two 2080ti systems on a 30-inch Dell 3007 display at 2600x1600 resolution and 60Hz continuously. It kept running indefinitely. Switching to a 32-inch 1440p monitor at 240Hz pushed the cards to their limits. Also, I run two Samsung 960 Pro NVMe drives in RAID0 to handle high demand. When setting up a system, please take the monitor into account. Both 3090 and 4090 models are capable of handling 4K content.

For these reasons, the differences between generations are notable, especially when contrasted with something like the 7800x3D. Earning 11700k won't fully utilize an RTX 3090 at 1080p unless you're using advanced features like ultra ray tracing in newer titles.

Bingo! Just remember not to push too hard. High AA and better scaling can drop your FPS, though you can try higher scaling instead of more AA. Don’t stress over hitting full GPU usage in GTA 5—you can boost your CPU a bit for extra speed.

Significant CPU slowdown at this setting. Three choices: upgrade hardware, get a better monitor, or learn to work around the issue.
