Windows reports are quite low quality. For temperatures: HWInfor64 monitors CPU and memory speeds (real time). Use CPU-z to adjust power savings, core parking, turbo settings, and frequency scaling. If you need help locating these tools, feel free to share them in the thread for quick access. Make sure to fix the cooler problem first.
@Humanistez1 - Your problem is exactly what I thought it was. I posted some advice about how to fix this problem but you have not tried doing that yet. Clear the BD PROCHOT box and clear the Disable Turbo box above that one. You do not need another monitoring program to tell you that your temperatures are fine. ThrottleStop shows that your CPU package is nice and cool at 36°C. This confirms that your throttling problem has nothing to do with your CPU temperature. Do a Google search for BD PROCHOT. This has been a common problem for many laptops but it can also happen to desktop computers too. BD PROCHOT stands for bi-directional processor hot. It is a signal line to your CPU. It allows any sensor on your motherboard to send a throttling signal to your CPU. 99.9% of the time, the problem is that the sensor has crapped out. These sensors are cheap and frequently fail. When you use ThrottleStop to disable BD PROCHOT, this tells the CPU to ignore throttling signals from this broken sensor. Your CPU will immediately get back up to its proper speed. No more throttling. This type of throttling is not temperature dependent. Once you get your CPU back up to full speed, post another ThrottleStop screenshot. It will show you if your temperatures are OK or not. ThrottleStop reads the exact same temperature sensors that every other monitoring program reads. Edit - Save your money, a new Kraken is not going to solve this problem. ThrottleStop must have read this setting from your CPU. If Turbo Boost is disabled in the BIOS then that is why ThrottleStop shows that Disable Turbo is checked. Fix both issues.

Your settings determine how the CPU responds to light loads—opt for Balanced for moderate speed or High Performance for maximum speed. It seems Speed Shift Technology is active, so check the FIVR table for EPP adjustments. The High Performance profile should have EPP set to 0, while Balanced keeps it around 84. Ensure the Speed Shift EPP value updates when switching profiles. BIOS typically supports all-core turbo, allowing the CPU to run at up to 4.3 GHz regardless of core count. If you need to enable this feature but can't find it in BIOS, open the FIVR window and set the turbo limits to 43.
