IccMax for the core is set too low at 1.00, likely causing constant slowdowns. Adjusting it to the maximum value (255.75) should resolve this. Should I also adjust the PL1 limits when performance resumes? In the Limits at ThrottleStop display, PL1 turns red during the benchmark and yellow outside it. I’m using a Rock 4 from beQuiet to keep the CPU cool. Does this temperature allow me to change these configurations permanently? Also, is it necessary to update the BIOS even though I haven’t done so before?

Thanks for the update. The bios now shows a normal speed when starting the PC without opening Throttlestop, but I’m curious why the CPU stays capped at 3.60GHz. When using Throttlestop it jumps to 4.60GHz. What changes would be needed to set it to run at 4.60GHz by default? I’ve adjusted several settings in the bios as shown in the photos.
There should still be an issue. The Core Ratios being input into the BIOS aren't being recorded properly on the CPU. Restart and remove the ThrottleStop.INI file before starting ThrottleStop. If it doesn’t exist, the system will use the turbo settings the CPU has. Your initial FIVR image showed the last four ratios as 36, which is incorrect. The BIOS should set them to 47, 46, 46, and 46. Setting them to 36 caps the CPU at 3.60 GHz. You can also restart, skip ThrottleStop, and use HWiNFO to check the actual turbo values. Either fix the BIOS bug with Asus or rely on ThrottleStop to let your CPU run at its full Intel speed. Edit – Another note: If C States are off in the BIOS, Intel Turbo Boost won’t function properly. The CPU will be restricted to whatever ratio the 8-core setting has. The last number in the Ratios column (36 in your screenshot) means the CPU stays at 3.60 GHz regardless of load.
