Im going back to win7 cause I don't need this shit. Win8.1 sux anyway I might upgrade to win10 when it comes out...

Only performs this action when you simply place Windows on an existing partition. Deleting the partition and choosing unallocated space won’t trigger it.

Have you tried booting in safe mode or using live Linux? The issue appears only in one folder, even after removing everything else except that file.

Run Disk Cleanup to resolve permission issues. It consistently helps during clean installs.
