I switched from Windows 7 to 8.1 and asked not to retain old files, but this cleanup process still made a Windows.old folder appear on the local drive. Can I just press SHIFT+DEL to remove it, or is there another way to handle it?

If it's marked as Windows.old, you may proceed to remove it once you've collected everything you needed from it.

Windows seems to dislike you, but it has always functioned well for me. Consider using a standard delete or the command prompt.
