Use the OC Explore expert mode to unlock additional settings. Keep Core perf boost set to Auto and Downcore to Auto. Check for any new options introduced in OC Expert Mode and capture a screenshot of the GigitALL Power interface. This may help address your current issue.

What memory kit are you using? Your HWiNFO image indicates a maximum core speed of 35, which appears to be your highest multiplier—likely 41. Adjust your Windows Power Plan to Balanced and navigate to Advanced Power Settings to modify the value accordingly.

Also in your BIOS, adjust the DRAM frequency to Auto and switch to an XMP profile. Do you have a Ryzen processor? Then it will operate at its maximum capacity. How much time did HWiNFO remain active before you captured that image?
