Hey, so I'm not the most tech savviest person ever, in fact putting in this cpu was the first time I've ever done it. But I'm having some trouble I believe. The base clock speed for the 2700 is 3.2ghz stock but turbos to 4.1. I do know that the turbo speed isn't permanent on every core, but gaming I wasn't able to achieve anything past 3.5ghz (MSI afterburner/HWMonitor) while playing Fallout 4 on ultra/high settings. I'm currently CPU stress testing with Aida64 extreme but it's only reached a max speed of 3.4. I've left all the settings at stock. I hope I just simple did something incorrectly and didn't get a faulty chip.

Download HWiNFO64, launch it in sensors-only mode, execute an AIDA stress test for a few minutes, then capture a screenshot of the sensor data.

Don't stress about it! Your data shows no signs of overheating the CPU, so thermal throttling shouldn't occur. Your max temperature reading is 66.8°C, which is within normal limits. Regarding power limits, 63A and 64W seem reasonable. If your motherboard is an MSI B350M BAZOOKA, it supports a 4-phase power design—good for this CPU but may not be ideal for overclocking. It looks like the issue might stem from BIOS settings. I recommend restarting your computer, entering BIOS, and sharing screenshots of your menus here. While you can use a phone to post pictures, please confirm if that's acceptable.
