For starters, that is a low end CPU. Low end doesnt mean bad, it just means that the CPU is lower grade than mainstream i5s and i7s. The higher the FPS the better, i see no reason to cap at 30. While it may not be able to hold consistently at 60fps, it should be close most of the time.
FPS jumps over 30 frames per second aren't as important, you'll probably see some fluctuations, but it becomes noticeable only when you go below that 30fps threshold, based on what I've experienced.
