You're observing that the B450 chipset doesn't natively handle 3200MHz unless you push it beyond its limits.

I assembled a PC for my wife using a 3600 processor on a Tomahawk Max with Trident Z Neo 3600. After booting it, I updated the XMP settings for RAM and it operates smoothly.

Plugging in your RAM will start it at 2133 MHz. To reach the intended speed, you should overclock it—usually by turning on the XMP profile.
