they won't do that, I don't think. they aim for users to purchase a new license if they're setting up a new system, so a clean install could fit into that category. Are you referring to upgrading from version 8 or reactivating Windows?

I believe you'll need to upgrade to access W10, and purchasing a new license will still involve costs. Regarding activation, it seems it will recognize an old key for legacy versions and create a fresh one without requiring you to input another key.
