You should consider a 1tb SSD with Windows installed. Having 64gb of RAM is sufficient for gaming setups. The cooler you selected is useful but somewhat excessive. The 7800xt model you picked is quite expensive, falling into the higher-end range. This price is comparable to similar options.

I checked the Gigabyte X670 Aorus Elite AX and noticed they claim improved performance for the Ryzen 7 7800X3D, with better temperatures and power distribution. It's about 40 dollars more—worth it or not depends on your needs? Also, I saw that some Gigabyte motherboards have coil whine, is that a common feature?

The board indeed offers improved power delivery, though it wouldn't significantly impact performance for a 7800x3d. The B650 easily supports a 7950x. Watch: https://www.youtube.com/watch?v=pUUVW7wgR3s&t=1332s The x670 also provides an additional M.2 port and more USB ports, making the decision personal. No reports on coil whine have come up, though mine used AM4. I tested an x570 from launch with a 3700x and later a 5800x, but it stopped being used after winning a rig with a 12700k. My friend with the x670 elite highly recommends it.

You might consider purchasing a quicker drive to benefit from its higher speed, though the real-world impact is probably small. Your choice is yours.
