I'll be refining lessons and audio narratives. Often I combine multiple tracks, but volume levels vary per track, so normalization is necessary.

I suggest "Gold wave". It's free and supports almost all DSP features I'm familiar with. It can convert files into any format I know. Adjusting volume is possible. However, getting used to the interface might take some time since there are too many options.

It's not too bad at all. I think I can find everything I need in about ten minutes. Just browse the menus. The icons clearly show what they do: http://www.goldwave.com/index.php
