you might also want to set Display @skyrimprefs to 0, see if that helps. Otherwise, resolving the driver or INI issues would be the only options left

It didn't work Sad I hope Bethesda includes an FPS cap and VSync feature in the game settings. It shouldn't be so complicated...

I handle it by disabling force sync in my driver and then applying a 60fps cap using NVIDIA Inspector X. NVIDIA 4 The Win with drivers works great!

If it's not working, don't try to fix it automatically—manually adjust the register key to disable VSync. It might help depending on the drivers. Otherwise, I'm not sure what the exact key or value is, so you might need to check the documentation.
