I thought so... But it used to function before and now it doesn't. I'm unsure how to resolve this. Even with AMD Radeon configurations, the vertical update remains disabled and the INI settings don't respond. I'm stuck between 59 to 61 frames per second.

might be a driver issue where the settings aren't taking effect or something in the register stays the same. If INI doesn't respond, the driver should force it, but if the driver itself isn't reacting, you might need to reset everything, reinstall, and try disabling force synchronization again. For NVIDIA, using the NVIDIA Inspector is straightforward—it will apply the changes regardless of what. On AMD, it's unclear if they have a similar tool; you may need to check their documentation or support options.

you can attempt that, but remember driver force requires a genuine fullscreen setup (no windowed fullscreen). Ensure your settings have bFull Screen set to 1.

The only sound mod present in your Skyrim folder is the one you found, and I encountered an issue after reinstalling the game. You may want to search for those specific sound mod files again.
