I’d verify or disable proxy configurations at the specified sites and explore alternative DNS settings such as 1.1.1.1.

It seems Chrome retains preferences across restarts, suggesting a possible misconfiguration in DNS or proxy settings.

Thanks for the question. Since "automatic detect settings" was already off, you might not need to adjust it. Your DNS servers at 8.8.8.8 and 8.8.4.4 are fine, and switching to 1.1.1.1 isn't necessary unless you prefer that specific provider.

It seems you're experiencing an issue despite multiple fresh installs. Have you checked if your settings are properly synced?

Locally, referring to the settings saved on your device. Discover where Chrome stores these and remove them.

It seems like a fresh computer should work fine, but I'll look into my previous hard drive just in case.

I attempted what you recommended, but the issue persisted. I removed Google Chrome and looked for any files containing "chrome" in their name, deleting anything that seemed connected to it.

It seems the issue might relate to the Chrome installation location. Check if it's correctly set there.
