No, I didn't remove the card. Also, I attempted to reset the BIOS.

It's possible you lost a connection unintentionally—make sure all connections are secure. He had already said he did that.

Did you attempt to jump the 24-pin cable to see if the power supply activates? Also, verify that the kettle cord is connected to your PSU.

I shortened the green and black cables in the PSU, and the PSU started. Everything was unplugged then reconnected carefully. I put the same card into another PC, which turned on by itself.
