It was worth a shot. Are you using an SSD? Just asking, since frequent Steam downloads can slow things down when writing to the disk. If you have a Steam library on a mechanical drive, it might affect download speed as the process often pauses during writing. Besides that, you could try disconnecting the router for a short time and reconnecting to see if clearing the cache helps.
then I am stumped and have to assume you have a conflict somewhere. I know that anti virus and malware software can effect things as they tend to just slow everything down as your actions are constantly monitored but that would show up in task manager etc nd you mentioned nothing else was running. Steam downloads generally max out my connection but many times updates are often painfully slow? I imagine that is due to them not being decent sized chunks of data but a mass of tiny patchfiles etc. Maybe you could contact your ISP and ask them to check your connection? Just guesswork on my part but if the system at their end thinks that the steam downloads are torrent files then the ISP might be throttling. I know this was an issue for some people in the past but torrenting these days has been severely reduced thanks to the markets finally offering people access to games movies etc at more affordable pricing schemes like Game pass movie channels subscriptions etc.
