It’s very unlikely the CPU could even power on at that low wattage. That average draw for an SSD is actually quite high, so this number seems odd. For such minimal power needs, a Raspberry Pi or an Intel Atom-based setup would be more suitable.

Good luck with the project. Achieving under 40W on a GPU is unlikely, especially when under load. If you need lower power usage, consider selling your current setup and investing in a laptop instead. Reaching 40W is nearly out of reach.
