I own an ASRock B550 motherboard and am attempting to run my Ryzen 7 3700X and later Ryzen 7 5800X at a fixed 3.65 GHz without any boost or turbo settings.
May I ask why? You should just need to set the multiplier to 36.5 and call it a day, but again, why?
To achieve 700MHz just set the multiplier to 7. Ryzen models starting from Ryzen 5000 support this range, while lower-end versions like Ryzen 3000 have a minimum multiplier of 5.5. Going above 550MHz works fine without drastically reducing BCLK, though pushing BCLK to 80 might cause other complications.
It would be unlikely for the temperature to exceed 40°C under that condition.
