Really frustrating! My previous machine had this issue too. The task manager doesn’t force programs to close or stop processes. Sometimes a program will tell it to quit, but if it doesn’t, you’re left with the problem. Certain software can override this behavior and actually halt processes.
Talking to my brother helped me figure out the program name. I’m glad the new system isn’t causing issues. The previous version was mainly for removing malicious processes.

This was my go-to tool—mainly for removing trojans and halting virus propagation during deletion attempts. Could be handy for your app. You might prefer an external admin tool if you need more control.
