Well, it's possible too. Three thousand isn't that high, and a bad memory setup could explain it. You're also mentioning XMP is unstable—has it always been like this? If not, what adjustments have you made? For instance, have you updated your RAM or run a Windows update recently? Any recent changes?

executed cb 23 multicore benchmark... I'm in agreement, your processor should be handling the workload effectively. It's not performing much, which might be due to the Intel architecture limitations.

Expand the CPU core clock view to display each core and its appearance during heavy usage. Alternatively, generate a complete HWInfo log file by pressing the paper-like button with a plus sign in the lower-right corner while the system runs 3DMark, then retrieve the file for review.

Consider using 5400 with XMP enabled. A dropdown for frequencies should exist, allowing selection of 5400 to test stability.

Currently the processor operates at a significantly reduced clock rate than expected. Although upgrading the RAM frequency might be beneficial later, right now lowering the memory speed should take priority.
