It's not just the hard drive that influences Linux boot time—it's mainly the surrounding hardware. Also, consider how bloated your installation is. I once had an Arch Linux setup that could restart right after resetting Putty. Keep in mind that this version used less RAM compared to Ubuntu Server.

An atom might be even better than the Athlon 64 I used to play with, and the baby sweet Jesus full gigabyte of DDR1 that barely smelled like fire.
