Hello to everyone,
I have an OCd Ryzen 3 1200 to 4000mhz, 1.4v on stock cooler. The issue is that my CPU never exceeds 77% utilization—sometimes it only reaches 3.07 GHz, even when running Prime 95 or Intel Burn Test. When I check HWinfo, it shows a current speed of 3099 MHz and a 31:1 ratio, while the system summary lists a clock speed of 4000mhz with a 40:1 ratio. I’ve tried lowering OC to 3.9 and up to 4.1 GHz without any change. Do you know what might be causing this problem? Is there something I missed that needs adjusting?

Make sure you:
1. Are not throttling (95c)
2. Disabled power saving from BIOS (like Cool'n'Quiet) and used performance mode via control panel power options
3. Use the latest BIOS—reflashing or reverting to an older version might help
4. Perform a BIOS reset followed by another OC cycle, as this can sometimes resolve the problem

Thanks for the quick replay.
1. It actually passed the Intel burn test; in prime 95 it doesn’t exceed 65°C.
2. I don’t have any power-saving settings in the BIOS, and there’s one in the performance power option in the control panel.
3. The BIOS was updated 15 days ago, so it should be the latest version.
4. I made that update just before sharing this.

To verify the bios reset, simply switch back to the default setting within the interface.

Just to make sure about the bios reset, should I go back to the default setting there? It seems like resetting to the default option in it would work. There should be an option like Cool'n'Quiet. A fresh flash or using an older version could also assist.

I did reset to default but sam thing happend.
Yes there is cool and quite its on auto(if i turn it off, i cant boot the pc)
I will try and reflash bios

Turning it off shouldn't stop booting unless your system is unstable.

I spent my time yesterday and yours....
I just finished some research after four hours of trying to overclock the CPU with MSI A320M Pro vd Plus, but it doesn't support it... To be honest...

Another reason we say it's customary to include full specs. AMD should lock these options from BIOS to prevent overclocking instead of leaving them out.
It's good that you fixed it. If you had left it alone with OC, it would have damaged the motherboard later.
