Interestingly, while executing AIDA64, the clocks decreased slightly to 3.89GHz, and no tests were performed; they remained near 4GHz.

Restarting again will give clearer results. Your system shows idle frequencies near 3.6-3.9 GHz, Task Manager reports power draw around 30W, HWMonitor indicates package wattage is just 30W, temperatures sit at 37°C, and only a few cores consume about 7W each.

Your Ryzen Master appears to be functioning correctly. The EDC setting is at 100%, and you're seeing similar values in other entries, which seems normal.

Ryzen Master isn't assisting me since I dislike the POS software. (Sorry if my tone came across that way) Try resetting the Ryzen program—turn it off at startup and disable it. Restart the machine, go to BIOS, reset all settings, then power down and clear CMOS again. Power on it and see if things change. If not, consider other approaches. For monitoring, HWInfo64 and QuickCpu are useful; QuickCpu helps adjust power settings and more.
