Ensure you're using the Ryzen Balanced profile. Changing power modes can affect newer Ryzen models, so letting BIOS/CHIPSET handle it is recommended. Confirm whether "Windows Balanced" refers to this setting or something else. With your 2700x on a B450 board, even when idle and using Chrome, you're seeing 3.6 GHz and temps around 36°C on the Hyper 212 Evo.
