I’d use DDU to clear the previous drivers, then reinstall them. It can sometimes cause conflicts.

The previous model was rx580, now it's upgrading to rx5600. Using DDU means you can safely remove any rx580 devices.

Curiously, does your game run on an HDD? With your RX 5700, Ryzen 5 1600af and 16GB RAM, I see Witcher 3 stutters at first—likely because it’s loading from a slower hard drive.

You need to fully erase the existing driver files using DDU (look it up on Google) and then install new GPU drivers.
